Who Must Convert and the Timeline
If your vehicle has a blue self-containment warrant, you can freedom camp until your warrant’s expiry or 7 June 2026, whichever comes first. From 7 June 2026, only vehicles with a green warrant card are recognised as self-contained for freedom camping. So you must convert (or stop freedom camping) before that date. If your blue warrant expires before 7 June 2026, you need to get certified under the new green system as soon as it expires — you cannot get a new blue warrant.
What Changes for Green Certification
Under the new system (Plumbers, Gasfitters and Drainlayers Board / PGDB), your vehicle must have: a fixed toilet (permanently fixed to the vehicle; portable toilets no longer qualify), a water supply system, wastewater system (grey and black water), ventilation, a sink draining to the wastewater system, and secure rubbish storage. The detail is in the Self-contained Vehicles Regulations and PGDB guidance. Green certification is shown by a warrant card (green stickers have no legal status).
Steps to Convert
1. Assess your current fit-out — do you already have a fixed toilet, adequate tanks, and ventilation? 2. If not, decide the scope of upgrades (fixed toilet install, tanks, hoses, vents). Structural or gas modifications may need LVV certification (separate from self-containment). 3. Find a Certification Authority in your region (PGDB register). 4. Book an inspection. 5. Pay the $120 (incl. GST) SCV levy to the Certification Authority (they pass it to the regulator). 6. Once certified, receive your warrant card and display it as required. Re-certification is typically valid for 4 years.
Costs
Levy: $120 (incl. GST) — mandatory for every green warrant; paid to the Certification Authority. Inspection fee: Set by each Certification Authority (varies). NZMCA members: Inspection by NZMCA is free as a member benefit; the $120 levy still applies. Upgrades (if needed): Costs depend entirely on your build. Rough indicative ranges (supply and fit): fixed toilet/cassette system $500–$2,500+, fresh/grey water tanks and hoses $300–$1,500+, ventilation and seals $100–$500+. Get quotes from a certifier or fitter before committing.
